NCR Debt Counselling Circular No. 9 of 2009
Failure to update status codes on the ncrdebthelp database

Paragraph A.4 of the General Conditions of Registration states that “The Debt Counsellor must comply with the requirements specified by the NCR in respect of registering consumers who apply for debt review on the specified database.
The Debt Counsellor must update such consumer records with the
status of the review and post review performance from time to time.”




NCR Debt Counselling Circular No. 8 of 2008

The purpose of this circular is to inform all Debt Counsellors about the following matters:

  1. Practical training and support to be provided to Debt Counsellors
  2. Changes and update of contact details
  3. Enquiries and complaints related to Payment Distribution Agencies and ncrdebthelp.



NCR Debt Counselling Circular No. 7 of 2008
The purpose of this Circular is to inform Debt Counsellors about the following matters:

  1. NCR’s intervention in cases where credit providers intend to repossess a consumer’s house despite the fact that the consumer is under debt review and is repaying the debt as proposed by the Debt Counsellor;
  2. Progress with the High Court Declarator
  3. The appointment of further service providers to do practical training for debt counselors as well as to provide support to registered Debt Counsellors.



NCR Debt Counselling Circular No. 6 of 2008


The purpose of this Circular is to inform you that an agreement has been reached with major credit providers (not all) regarding the cost of distribution of payments to credit providers. The credit providers have agreed to carry the costs of distribution at a set fee per amount being distributed. Consumers will not have to carry any costs of distribution.

This arrangement should form part of the restructuring proposal that is submitted to credit providers as part of the negotiation process.

NCR Debt Counselling Circular No. 4 of 2008

The purpose of this circular is to inform you of the training sessions that will be conducted for Debt Counsellors during the months of June until August 2008. These training sessions are a result of discussions that were held between major credit providers and a select group of Debt Counsellors on challenges they were both facing in dealing with debt counselling cases. These discussions began on the 28th November 2007.

The objective of the training workshops is to update you on new rules and standardized procedures that were agreed upon by the two parties on communicating with credit providers, debt restructuring, submission of proposals and taking matters to court that would be generally acceptable to most credit providers. These rules will ensure speedy resolution of most debt counselling cases and less referrals to the magistrate courts.

NCR Debt Counselling Circular No. 3 of 2008

The purpose of this Circular is to remind registered Debt Counsellors that the NCR has established a fund to assist in paying for debt counselling services provided to consumers earning an individual gross income of R2, 500 or less per month or a household income of R3, 500 or less per month. The fund is administered by a Fee Management Agency, Gobodo Chartered Accountants Incorporated, on behalf of the NCR. Services payable will be back dated from 1 June 2007, subject to terms and conditions.

NCR Debt Counselling Circular No. 2 of 2008

Gobodo Chartered Accountants Incorporated has been appointed by the National Credit Regular as Fee Management Agency from 1 March 2008. The Agency is responsible for administering a fund established by the NCR, to assist in paying for debt counseling services provided to consumers earning an individual gross income of R2, 500 or less per month or a household income of R3, 500 or less per month. Services payable will be back dated from 1 June 2007, subject to terms and conditions.
