Registrations Officer
The successful candidate will be responsible for the assessment of applications from debt counsellors, credit providers and credit bureaux for registration with the NCR. This will include making recommendations for registration/refusal/cancellation to the MRC, handling queries from applicants and monitoring compliance with the conditions of registration and the NCA. Prosecutor (2 Positions)
The incumbent will be responsible for developing terms
of reference for investigations; conducting investigations,
assessing investigation reports and advising on enforcement
action, presenting cases at Tribunal and/or courts and
providing guidance to inspectors/investigators. The
incumbent will have a 4 year legal degree complemented with
at least 3 years’ relevant experience, some of which must have
been in litigation in an investigations firm, regulatory agency,

Debt Counselling Monitoring Officer
The incumbent will be responsible for supporting, monitoring
and evaluating debt counselling services provided to
consumers. The key focus will be to monitor the activities of
Debt counsellors including compliance with the NCA and the
conditions of registration. Candidates must hold a relevant
3 year degree or diploma in Law or commerce and have at

Senior HR Officer
The incumbent will assist with the development of HRM
strategies and policies and ensure that they are aligned with
the corporate strategic framework of the NCR. This will include
ensuring effective recruitment and selection, Implementation
and development of HR policies and procedures and
the monitoring of the budget. The candidate will also
be responsible for the maintenance of the performance
management system. A working knowledge of the full payroll
function and software is a must, including Administration
of benefits and ensuring efficient HR service delivery.
Candidates Must have a 3 year diploma/degree in Human
Resource Management with at least 4 years experience as an

Consumer Education Officer
The incumbent will be responsible for the facilitation of
workshops with consumers or consumer representatives
(e.g. shop stewards, employees etc) to educate and create
awareness of consumer rights in the National Credit Act as
well as the function of the National Credit Regulator. Ideal
candidates will have a relevant 3 year tertiary qualification
with at least 2 years’ relevant experience, ideally in consumer

Supervisor: Complaints
The incumbent will be responsible for the supervision of
complaints handling and process implementation. The
incumbent will also be responsible for the planning and
monitoring of complaint investigations and the supervision of
call centre staff. The incumbent will hold a 3 year commercial
or law degree/diploma and at least 5 years experience
in a supervisory position within the financial services sector.

Payment Distribution Analyst
The incumbent will be responsible for ensuring effective
distribution of payments to credit providers. This will include
the analysis of the payment distribution process and the
determination of Payment Distribution Agency service quality,
SLA compliance and customer care. The incumbent will also
establish the reasons and rationale for non distribution of
payments and report to relevant parties for initiation of
corrective action. The successful candidate will have a 3 year
degree/diploma with accounting as a major subject, coupled
with 5 years relevant experience within the financial services

Supervisor: Registrations
The incumbent will be responsible for ensuring the registration
of Credit Providers, Credit Bureaus as well as Debt Counsellors,
and the monitoring of registrants’ compliance with the National
Credit Act. The incumbent will be responsible to supervise and
guide senior registrations officers and registrations officers.
The successful incumbent will also be required to assist in
the development and documentation of business processes,
policies and procedures, to ensure effective, efficient and
consistent management of registrations and compliance
within the regulatory framework. The successful candidate
must have a BCom degree or an equivalent qualification,
with at least 3 years supervisory experience in a professional

Systems Analyst
(fixed term contract: 2 years)
The incumbent will be responsible for the management and
administration of database management systems, which
includes the creation of databases, data warehousing and
database performance tuning. The incumbent will also be
responsible for business and systems analysis, IT management,
security and data integrity and the development of processes,
procedures and standards. The successful candidate will
have a BSc degree in information technology coupled
with at least 6 years experience in systems analysis within the

Debt Counselling Compliance
Co-ordinator
The incumbent will be responsible for the development of
a compliance framework, which includes the receipt of the
relevant department’s compliance and statistical returns,
the evaluation of submissions by debt counsellors and the
reporting of findings from submissions. The incumbent
will also be responsible for the internal training of staff
that is involved in Debt Counselling. The incumbent will
also be responsible for ensuring effective stakeholder
engagement by interacting with debt counsellor
associations and debt counsellors and internally with the
debt counselling monitoring and support unit, in order
to communicate compliance requirements and ensure
understanding. The successful candidate will have a relevant
3 year commercial or law degree/diploma, with a minimum

Human Resource Manager
The incumbent will be responsible for the management of
the entire HR function within the NCR. This will include the
development and review of HR strategy and policy, review of
the HR committee mandate, the monitoring and review of the
performance management system and practice management,
which includes the management of employee relations
and the development and implementation of an internal
communication system. The incumbent will also advise the HR
committee on issues that are in his/her areas of responsibility.
The successful candidate will hold a 3 year degree in Human
Resource Management coupled with 10 years experience of

Complaints Evaluations Officer
The incumbent will be required to visit credit providers, debt
counsellors, and credit bureaus for purposes of obtaining
information and carrying out informal inspections in
respect of complaints lodged. The successful candidate will
also be responsible for progress reporting and database
management. The candidate will also be required to review
and investigate complaints and arbitrate between borrowers,
credit providers, credit bureaux and debt counsellors, or
their representatives in resolving complaints. The successful
candidate will hold a 3 year relevant post matric qualification
and at least 4 years relevant experience in a commercial or
legal credit environment. A qualification in compliance will
be an advantage.

Credit Information Manager
The incumbent will be responsible for the effective
management of the Credit Information department and the
management of special projects. The incumbent will also
assist with the management of the National Credit Register,
implying taking responsibility for some of the functions
related to the implementation and management of the
National Credit Register. The candidate will be responsible
for strategy development, implementation and monitoring
of strategic issues, and risk management for the department.
The incumbent will also be responsible for the review and
submission of reports pertaining to credit bureaux registered
with the NCR. The successful candidate must have a 3 year
relevant degree, with at least 6 years experience in a legal
or commercial environment of which 4 years must be at

Legal Advisor : Registrations
The incumbent will be responsible for the provision of legal
advice on specific issues related to the National Credit Act
and other related legislation to registrants. The incumbent
will also be responsible for the carrying out of external
communications and presentations related to the NCA, legal
issues and other related legislation. The successful candidate
will also conduct research and provide advice on policy
matters. The successful candidate must have an LLB degree
coupled with 5 years experience in a similar position and/or
in a professional environment. Admission as an attorney will

Senior Research Officer
The incumbent will be responsible for the Implementation
of research programmes in order to enable the NCR to fulfill
its mandate in terms of research responsibilities as indicated
in the Act. The incumbent will continuously manage external
research resources and make policy recommendations
and compile reports. He/she will also oversee the efficient
completion of all research activities and manage relationships
with external research resources and economic consultants.
The incumbent will also ensure topical research finalisation
in the form of research reports. The successful candidate will
hold a BCom degree (Economics) or equivalent, with at least
6 years experience within the relevant field, 4 of those years

Debt Counselling Advisor
The incumbent will be responsible for the provision of advice
and information to complainants relating to debt counselling
matters. He/she will also be involved in the identification
of high profile complaints, database management and
participation in consumer awareness programmes. The
incumbent will have a matric certificate and must have
completed an accredited debt counselling course, coupled

Company Secretary/
Compliance Officer
Reporting directly to the Chief Executive Officer, the incumbent
will be responsible for the provision of full company secretary
services to the NCR. The incumbent will be responsible for
Policy and Procedure development and Implementation,
monitoring of Internal and external compliance and the
reporting of all legal matters to the CEO and ensure corrective
and required action. Suitable candidates will hold an LLB
degree with at least 5 years relevant experience. Experience

Executive Assistant to the COO
Reporting to the Chief Operations Officer, the incumbent
will be required to review/interrogate monthly management
reports, assist in the review of and collation of quarterly
strategic reports and other reports to the board. The
incumbent will also be required to conduct mini audits to test
adherence to policies and procedures, and submit reports
with regard to risk management. The successful candidate
will have a BCom Degree/diploma in internal auditing and at

Legal Advisor
(Provincial and Ombudsman)
The incumbent will be responsible for conducting research
on issues and topics that are relevant to the NCR within the
credit market. The incumbent will also be responsible for
Ombudsman Liaison as well as with the Provincial Consumer
Affairs Offices. The incumbent will hold an LLB degree with
a minimum of 3 years experience in a similar position or in a
professional legal environment.

Research and Statistics
The incumbent will be responsible for the provision of an
efficient and cost effective office management service with
a customer focused approach at all times and to ensure
that the administrative procedures are in accordance with
the requirements of the Credit Information and Research
and statistics department. The incumbent will also be
responsible for document archiving and the provision of
technical support to the statistics department and the credit
information department. Successful candidates will hold
a relevant one year post matric diploma or an equivalent
qualification with a minimum of 3 years experience within a
similar environment.

In the Executive Office
The incumbent will render both administrative and secretarial
support to the Executive Office, as well as manage and
co-ordinate all activities in the office. Candidates must have
a 3 year degree and at least 3 years experience as a Personal
Assistant to senior management. A good command of the
English language, the ability to work independently and
good interpersonal and communication skills, both written
and verbal are essential. Experience in a legal or regulatory
background will be an advantage.

The incumbents will be responsible for the effective running
of the registration department by coordinating all office
administrative functions. The successful candidate will
be responsible for registration administration, provision
of general office administration, provision of training

candidates must understand the process of the registration
